My Fallout New Vegas is fully updated via steam. 3.) I made sure that "Enable Steam Community In-Game" in enabled. 4.) I "Run as Administrator" when I run NVSE_Loader in its directory. 5.) Another thing to try is launching the game via NVSE instead of the TTW launch setting like you have it now. That didn't work for me for some reason, but launching via NVSE works fine for me.

(It's the primary purpose of the separate Launcher.) Not too surprisingly the INI you copied doesn't match your hardware.
