If you put less voltage in, you get less voltage out but the current stay the same. i.e. a transformer to 240V -12V 2A is a ratio of 1:20 (240V/12V = 20) so 120V (120V/20 = 10V) but it can only deliver the same amount of amps so in the end, you only gets half of the power out with halv voltage.
